Master Plan Overview

Prepared by Health Projects International (HPI), the Port Moresby General Hospital (POMGEN) Master Plan is a comprehensive strategy to transform the current facility into a ‘National Specialist Referral Teaching and Research Hospital’.

The overarching goal is the integration of the hospital and the UPNG School of Medicine and Health Sciences into a single, cohesive health and education precinct. The plan proactively enhances clinical capacity through modernised surgical infrastructure, specifically designed to optimise bed utilisation and ensure a swifter, more efficient recovery journey for every patient.

Flowtint's Involvement

Flowtint has been responsible for the review of the Masterplan as developed by HPI and retained by the hospital for project management and quality control of the Comprehensive Cancer Centre and the refurbishment & expansion of the Walter Strong Building. The hospital is being transformed from a level 5 hospital into a modern Level 6, National Referral Hospital. The level of development currently underway at Port Moresby General Hospital is unprecedented in the history of healthcare development in PNG. This is a demonstration of the government commitment to provide modern healthcare services and facilities for the people of PNG. Flowtint is privileged to assist management in the development and upgrade of infrastructure, clinical services development, teaching and ultimately commissioning of services at POMGEN.

Implementation Roadmap

Construction of the master plan is scheduled to commence in 2026. An initial budget for critical engineering infrastructure has already been allocated by the government to support the early works phase.

Final detail design for the comprehensive facility upgrade will be completed in 2026, ensuring that all clinical and support services are integrated according to the latest healthcare standards before peak construction activity begins.

Slated for a major PGK 60M redevelopment, transforming Level 1 for Endoscopy/Short Stay and adding Levels 3-5 for ICU and modern Operating Theatres.
